Concept of Zero Risk:

Under the concept of Zero Risk, safety performance needs to become more of a preventative effort by identifying possible hazards and eliminating them before they develop into major disasters.

Management responsibility in the implementation of safety policy: 

  • Besides the negative approach in measuring safety performance, another issue in the implementation of TSS is the responsibility of management.
  • Many reports have drawn attention to the superficial role senior managers’ play in the implementation, monitoring and control of safety programmes in their organisations.
  • Inquiry reports on some recent disasters’ seem to indicate that there is confusion among supervisory and management personnel about role clarification, inadequate systems for monitoring breakdowns in safety standards and importantly that the system used for appraising investment decisions tended to provide 'organisational disincentive' to safety.
  • Other research has come to the conclusion that a significant proportion of managers believe that it is not their responsibility to maintain the standards of health and safety within their organisations.

Management responsibility for safety matters:

  • Only a small proportion of senior managers perceive the responsibility of evaluating the effectiveness of safety training of their own staff to be their direct responsibility.
  • The study has also revealed that only a small proportion considers the management of health and safety matters to be their own responsibility.
